Woods County commissioners join Arena Authority

October 19, 2017

The Woods County commissioners unanimously approved a legal document “accepting a beneficial interest as set in the Alva Arena Authority Trust indenture, as amended, designating Woods County, Oklahoma, as a co-beneficiary of said trust.”

The city of Alva is giving up 50 percent of its stake in the Arena Authority to Woods County since the arena may not end up being on land within the city. The commissioners said, “Our acceptance of this does not create a tax burden for our taxpayers.”

Todd Holder, treasurer of the Trust Authority, said, “The benefit to the county is after the debt is paid for the arena project, and if a profit occurs, Woods County taxpayers may benefit from that income.”

In other business, the commissioners approved trading in a District 3 road grader to Yellowhouse per the State Purchasing Contract for $266,333.20. Monthly payments in the amount of $4,438 will be due.

The commissioners also approved a revolving fund amount from ETR (Emergency Transport Revolving Fund) to conduct road and bridge work at Sand Creek near Dacoma. Commissioner John Smiley said the resurfacing of the Green Valley Church Road has been completed and it looks good.

The commissioners agreed to transfer another $10,000 into the countywide juvenile detention fund. The previously allocated $6,000 has nearly been used up in the 3.5 months of the fiscal year. An unusual amount of transportation for one Woods County juvenile has accumulated. Woods County has no jail housing appropriate for juveniles, so such individuals must be transported to counties that do. They paid a claim for September 2017 in the amount of $472.28.

The commissioners also approved routine items that are generally on every agenda: payment of warrants and claims, approval of minutes, and approval of blanket purchase orders.

The schedule for county commissioner meetings for next year was approved. They have 44 scheduled meetings.
