McGinley talks library roof to Kiowa City Council who hires Roof America

At the Kiowa City Council March meeting, city hall was filled with residents. However, no one spoke on the public agenda.

Longtime Kiowa resident Mike McGinley was on the agenda to discuss repairs for the public library roof that’s been in serious disrepair with water leaking for several years.

McGinley spoke to the council after they heard from Cindy Talley with Roof America. They accepted her bid of $21,991.47 for the library roof. The council also accepted the bid from Roof America on the city-owned movie theater building. Insurance will cover all but $7,700 of the cost, according to City Administrator Lou Leone. He said that money will come from capital outlay.

After the council’s approval of the roof, McGinley thanked the council for their service. He said, “I got mad and we got something done.” He had apparently voiced his concerns to Leone previously.


McGinley used an example of the high school stadium that blew across the field damaging the track in the bad storm that hit Kiowa Aug. 5, 2017. “We have a new stadium and track in seven months,” he said and complained that no action was taken on the library roof.

“And we have replacement insurance,” McGinley said. He said the tiny bit of rain prior to the meeting ruined three more tiles at the library. Talley spoke from the crowd and confirmed that after checking out the library roof that with more rain the roof would cave-in in places.

All seemed satisfied that the issue was resolved.
