The evening of May 19 at the annual Carl Albert dinner, members of the Oklahoma State Democratic Party gathered to honor several individuals for their work on behalf of the Democratic Party. The Congressional District 3 winner was Julia Bays of Alva. Congressional District 3 reaches from the panhandle to the southwest corner over to the edge of Tulsa and Oklahoma City. Nancy Persnell of Enid was also recognized as the party's Humanitarian of the Year. Persnell also has family connections to the Alva area.
