JoAnn was born 20 miles northwest of Alva on June 24, 1935, to Roy Edgar Morgan and Luella Dunnigan Morgan.

She attended the Farry School northwest of Alva for 12 years graduating in 1953. Following high school she attended Draughn's Business College in Oklahoma City, before moving to Pueblo, Colorado, in 1949 where she worked for a railroad and met Harley M. Hale who passed away on July 9, 1994. JoAnn was married to Cecil B. Strange on July 6, 1995. Following Cecil's death JoAnn and Jay James were married in 2010; he survives.

JoAnn is survived by five daughters and two stepdaughters.
