Alva Recreation Complex meeting

The first order of business at the regular meeting of the Alva Recreation Complex (ARC) board was discussion of and action on financial statements for June 2018. City Manager Joe Don Dunham led the discussion, qualifying that since the fiscal year has yet to be audited, numbers may change a bit. As of June 2018, Alva Recreation complex (ARC) has $719, 503 in revenue, $827,833 expended, $23,676 encumbered to be spent, $124,755 in the bank, and investments of $413,317. Dunham reported there is nothing abnormal. There was about $7,000 rolling in from concessions, $5,300 from youth sports, and sales tax collections at $39,075. Expenditures included $8,122 expended for concessions, which was not uncommon. Umpires and referees were paid at $4,154.

Troy Smith asked about the encumbered amount. One of the items included in that was bleachers at $11,512 and gravel at $12,099. Both invoices were approved to be paid Wednesday, July 18, but were not reflected in the June statements.

Brandon Sherman made a motion to approve the June financial statements and Shane Hansen seconded it.

ARC is in the process of looking for a groundskeeper. The position has been posted on the city website, is running in the newspaper, and will be posted on Facebook. The full-time position has full benefits (health, dental, pension, etc.). Horticulture experience, along with a two-year degree in horticulture, agronomy or similar field is preferred. The salary range is $26,000 to $37,000, depending on experience and education. Check out the listing for more information.

Sherman gave the city council report. He said nothing was really going on other than TIF district stuff. The first public meeting about the TIF district is Monday, July 23. The water tower project is set to be completed Sept. 4.

ARC is in a new budget year and is now operating under that. The preliminary work for the audit is expected to take place in August. The auditors should come in September or October.

Next was discussion and action on ARC's memorandum of understanding with Northwestern Oklahoma State University (NWOSU) on the soccer and softball field for fiscal year 2018-2019. NWOSU must pay $25,00 along with their assistance to ARC to formulate a facility improvement plan.

In attendance were Dr. Troy Smith, Greg Glass, Brandon Sherman, Shane Hansen, and Matt Tucker.
