Commissioner John Smiley opened the Woods County commissioners' meeting Monday morning. The first order of business was to elect new officers. Smiley immediately nominated Commissioner Shane Vore for that office. Vore then nominated Smiley to serve as vice chairman. Both were elected by unanimous vote. Donald Merel Cunningham established the D.M. and “Roxanne” Cunningham Endowed Memorial Scholarship in Nursing because of his respect and fondness for nursing while watching the care provided to his ailing mother and father. Rape and lewd molestation charges were filed Jan. 3 in Woods County against an Alva man. Lance Edward Heaton, 39, of Alva, is charged with two counts of second-degree rape and one count of lewd molestation, all felonies. The charges involve his interaction with a girl in July 2024 when she was 15 and he was 38. The rape charges involve sexual intercourse and the lewd molestation charge alleges he approached the girl from behind unannounced and grabbed her butt with his fingers in between her legs.
