    The Oklahoma Department of Public Safety announces that the Enid driver license headquarters at 5725 W. Owen K. Garriott will be closed Nov. 13 through Nov. 26 for remodeling. Most services will be affected, including driver license applications and transfers, ID card applications, written tests (class D and motorcycle), driving skills test (class D and motorcycle), and driver compliance hearings.     The regular meeting of the Town of Freedom Board of Trustees on Nov. 8 was canceled. A special meeting has been set for Monday, Nov. 13, at 6 p.m. at the town office, 1049 Main St. Among the action items on the agenda are possible approval of a resolution to approve the Codification of Ordinances, declaring some electronics as surplus and setting the 2018 meeting dates.     Plans for a new arena in Alva are moving along, but board members have hit a snag in finalizing design plans. Trustees of the Alva Arena Authority met Tuesday, Nov. 7, at noon.
