    A Waynoka man is charged with felony child abuse after police say he encouraged a fight between two underage girls. Court records show on April 5 about 10:51 p.m. Waynoka Police Officer Adam Barlow was contacted by Police Chief Misty Smiley. A woman had contacted Smiley to say her daughter informed her that there had been a fight at her house on Rose Street.     In a special meeting last week, the Alva City Council accepted the resignation of one member and added two new members. After those actions, the council met with city department heads for a budget retreat with no other action taken. Mayor Kelly Parker called the meeting to order with councilmembers Garrett Lahr, Gail Swallow, Sadie Bier, Joe Parsons and Greg Bowman present. Troy Brooks was absent.   • Airport Commission approves next year's budget with changes

    The Alva Airport Commission almost didn’t meet Monday night because only two of the five members arrived. Chairman Dale Logsdon contacted Mayor Kelly Parker who is on the commission, and he came in a few minutes late. Paul Kinzie was the other member present. Calleb Mosburg and Terry Cline were absent. Before the meeting began, Airport Manager Derrick Courson was trying to use a handheld radio to communicate with a helicopter that landed for fueling.
