The board approved the consent agenda at the beginning of the meeting, consisting of the minutes of Oct. 17 (a regular meeting) and Oct. 24 (a special meeting); activity fund expenditures, and the approval and warrant signing of the general fund, building fund, and child nutrition fund.     Alfalfa County has filed a felony charge against a young man from Helena. Remy Alexander Trammell, 21, of Helena has been charged with enabling child neglect, a felony. This crime is punishable by imprisonment in the custody of the Department of Corrections not exceeding life imprisonment or by imprisonment in a county jail not exceeding one year or by a fine of not less than $500 nor more than $5,000 or both such fine and imprisonment.
