    In hues of purples, navy, turquoise and pink, Janet Elwood's "kaleidoscope" quilt was selected as Grand Champion of the Barber County Fair in Hardtner, Kansas. She is a resident of Kiowa and a member of the Scrapbook Guild with members from mainly the Kiowa and Medicine Lodge area.     It looks like the city has decided to outsource the trash business. This has been on the burner for a while because they have not updated equipment as needed. Someone said it showed a profit and the money was funneled elsewhere. I don't know about that, but it goes along with my theory.     Andy Cromer with HSPG and Associates presented the fiscal year (FY) 2022-2023 audit during the Alva City Council Monday night. Speaking by video conference, Cromer said the city had an unmodified opinion or clean audit. The audit does not include the Alva Hospital Authority; they have a separate audit.     An agreement acceptable to both the City of Alva and Woods County has been finalized, allowing the county to construct a senior citizens facility on city-owned property.
