    The Alva City Council will vote on sending out a request for proposals (RFP) for a master plan for an aquatics facility at Hatfield Park during their regular meeting Monday. The meeting will begin at 6:30 p.m. in the council chambers at City Hall. The Pool Finance Committee will draft the RFP which will need to be approved by the Parks and Buildings Committee and the city attorney before being mailed out.     The annual book sale at the Alva Public Library will continue through the end of September. Library Director Sandra Ott said at Monday's board meeting that the Friends of the Library had raised about $700 so far in the sale. The Friends group will use the funds to benefit the library.     OKLAHOMA CITY (AP) — The remains of a U.S. Army soldier killed during the Korean War have been identified as an Oklahoma native, according to the U.S. Army. The remains are those of Sgt. Billy Rodgers of Panama, Oklahoma, who was 19 when he disappeared on Dec. 2., 1950.
