    Alva Mayor Kelly Parker told the city council Tuesday that the City of Alva was ranked the No. 7 best city to live in for the state of Oklahoma. The website healthsnacks.net ranked Oklahoma cities in several categories and used those to determine the order for best cities. Years of infrastructure planning are finally being implemented into the city's fix-it schedules – the street, water tanks, sewage systems, well fields and water lines/systems.     An Alva man is facing eight felony charges in Woods County involving underage girls. Felony arrest warrants have been issued for Richard Dean Hoadley Jr., 62, of Alva, in two felony cases. Court documents show on Jan. 16 about 12:08 p.m. Alva Police Officer Kaleb Keplinger went to the 1100 block of Choctaw Street after a call about harassment.
