LITTLE ROCK, Ark. (AP) — By disqualifying proposals to legalize casinos and limit medical lawsuit damages from the November ballot, Arkansas' highest court punted on questions surrounding a state law aimed at keeping track of workers paid to gather signatures for initiatives.
