Arkansas medical marijuana panel OKs rules

LITTLE ROCK, Ark. (AP) — The Arkansas Medical Marijuana Commission has given final approval to the rules governing cultivators and dispensaries.
The Arkansas Democrat-Gazette (http://bit.ly/2otrXno ) reports that the rules were approved Tuesday but must survive lawmakers' review in order to go into effect by May 8. The rules are required to go into effect by then because of the Arkansas Medical Marijuana Amendment, and any delay would be out of compliance with the state constitution.
Attorneys say a new provision ensuring dispensaries and cultivation facilities are majority-owned by Arkansas residents might lead to a fight with the General Assembly. The amendment requires 60 percent of the facilities' owners to be state residents, but doesn't specify what share of the ownership residents must hold.
The application period for the facilities is expected to open July 1.
