Auditor addresses Burlington School Board

 


The Burlington Board of Education met for a special meeting at 6:30 p.m. on Tuesday, April 25. Board President Terry Graham called the meeting to order with the following members present: Allison Armbruster, Robert Hill and Aaron Smith. T.J. Rockenbach was absent. Others present were: Superintendent Glen Elliott, Minutes Clerk Tamre McGinnis and Activity Clerk Brenda Stricker.

Buddy Carroll of Chas. A. Carroll Auditing presented Burlington School's 2015-2016 fiscal year audit. Carroll presented a copy of the formal audit and he reviewed a condensed version with the board.

Carroll listed four items of material weaknesses.

• A payment for improvement of grounds for erecting buildings and additions to fixed assets was paid from the General Fund instead of the Building Fund;

• Receipts were not always utilized by activity fund sponsors;

• Revenue in the Child Nutrition Fund from the 2014-15 fiscal year was not posted until the 2015-2016 fiscal year;


• A construction contractor was paid over $25,000 without having the required sworn statement on the invoice.

Carroll noted two “significant deficiencies.”

• There was one instance of an employee being paid extra duty compensation directly instead of through payroll and a contract vendor was paid a stipend created for employees only.

• Under exceptions one underpayment and two overpayments on payroll expenditures were found. School administration was advised to consult with legal counsel. One instance of an error coding was found in the Federal Program Revenue coding. The district will contact the Department of Education to having the coding corrected.


The board accepted the 2015-2016 fiscal year audit.

In other business, the board voted to employ Konya Martin for speech/language pathology services for the 2017-2018 school year with possible modifications later.

The meeting adjourned at 7:45 p.m.
