Charla Parker, president of the Nescatunga Arts Council, was happy with the weather at 9 a.m. Saturday morning, when this interview was conducted and the sun was shining. Parker said, "This was a hard call to make. So yesterday (Friday) afternoon I said, 'OK, I'm making it a decision now! We'll use the downtown square and not move the event to the fairgrounds. So we have our wonderful outdoor festival today.' " The opening ceremony was at 10 a.m. The Helena Lion's Club train was part of the festival this year with free rides for both children and adults.
