The City of Alva held a public hearing on next year’s budgets in the council chambers Monday. All council members except Randy Stelling were present. Stelling arrived a little later in time for the special meetings that followed. The public hearing was sparsely attended with only this reporter and Dr. David Pecha, who usually attends council meetings, in the audience.
