Released from prison, Alva man arrested for failing to register as sex offender

An Alva man has been charged with two felony counts for not registering as a sex offender. Todd James Talley, 27, of Alva has been charged with sex offender living within 2,000 feet of a school and with violation of provision of sex offender registration act. The first charge is punishable by a fine of up to $3,000 and/or one to three years in prison. The second count is punishable by a fine of up to $5,000 and/or up five years in prison.

Court records show Talley was charged in Woods County in June of 2009 with sexual battery. On July 5, 2011, he pled guilty and received a five year deferred...
