City council moves forward on arena project

The Alva City Council will address the creation of a joint project plan and tax increment district for the Alva Arena during this month’s meeting Monday night. The council will meet Dec. 18 at 6:30 p.m. in the council chambers of the municipal building.
Three agenda items involve the arena project. First the council will discuss and vote on Resolution No. 2017-018 declaring the intent to consider approval of a project plan and creation of a tax increment district or districts under the local development act; directing preparation of a project plan; approving a memorandum of understand between the city and Woods County; appointing a review committee; directing the review committee to make findings on eligibility and financial impact, if any; on taxing jurisdictions and business activities within the district(s); and directing the review committee to make a recommendation with respect to the proposed project plan.
The second item is discussion and a vote on a memorandum of understanding between the city and Woods County for creation of a join project plan and increment district for the Alva Arena Project. The other action is for appointment of Kelly Parker to the review committee for the joint project and increment district. Woods County currently has one TIF (tax increment financing) district for the Avard Regional Industrial Rail Park.
Four items include accepting grants and a donation with city budget amendments. Included are grants from tourism of $15,000 to develop the Alva Fire Training Facility and $2,125 to fund the Oklahoma Municipal League CAL Class in Alva. Another is a $10,000 JAG (justice assistance) grant to purchase in-car video systems. The donation is sports equipment for the Cops and Kids Program totaling $755.56 from Steven Barrows.
The council will vote on approving the appointment of Calleb Mosburg to the Alva Airport Commission to finish a term ending in 2020.
Another resolution is to approve the interlocal cooperative agreement for Circuit Engineering District #8 which requires approval every year. The council will also act on opening a new checking account (AUA/OWRB Construction) which can accept deposit drawdowns from the Oklahoma Water Resources Board loan.
The council will hear reports from boards and commissions, the mayor and the city manager and handle other routine business.
The Alva Utility Authority and the Alva Economic Development Authority meetings will follow.
