Alva man charged with not registering as sex offender

Alva police say a man told them he was in town to pick up a car before moving to New York. A few days later they heard he was moving to avoid a warrant. He was arrested that same day.
George Clayton Jacobs Jr., 32, of Alva, has been charged with two felonies: sex offender living within 2,000 feet of a school and failure to comply with sex offender registration.
According to court papers, Alva Police Officer William Shahan made contact with Jacobs on July 17 in the McDonald’s parking lot. Shahan states in his affidavit that Jacobs said he was in Alva to pick up a vehicle and then was leaving for New York.
On July 21, Officer Keith Dale contacted Shahan to ask about Jacobs. He said someone had told him Jacobs was going to move to the state of New York because he had a warrant out for his arrest.
That night around 10 p.m. Shahan saw Jacobs driving eastbound on Oklahoma Boulevard in a vehicle he knew had an expired registration. He made a traffic stop on the license, which expired in September 2017.
When Shahan asked for his driver’s license, Jacobs said he did not have it with him, according to the affidavit. Shahan gathered his information to check for a warrant and contacted Dale about the traffic stop.
When Dale arrived, he explained Jacobs was a convicted sex offender out of Okmulgee County and was not registered with the Woods County Sheriff’s Office. Dale said Jacobs lives in the 1800 block of Maple which is near Alva High School. He said it was reported Jacobs had been at the Alva public pool the previous day.
Shahan found that Jacobs was charged with a felony in Okmulgee County in July 2008 for lewd or indecent proposals or acts to a child. Jacobs was convicted in August 2008, which required him to register as an aggravated sex offender for life. Shahan also found Jacobs was arrested in September 2015 in Okmulgee County for failure to register. In February 2017, Jacobs pled guilty and was sentenced to three years under the custody and control of the Oklahoma Department of Corrections.
Shahan detained Jacobs and read him his Miranda rights, which he waived. He said he got out of residential drug treatment on July 14, 2018, and came to Alva where he has been ever since. He said he lives in an apartment in the 1800 block of Maple. He said he intended on staying in Alva until at least July 24 before moving to New York for work. As they continued to speak, Shahan states that Jacobs became angry and said he “was a violent m----- f-----” and had been to prison three times.
Shahan found according to online maps, the apartment where Jacobs said he was staying is 1,732 feet from Alva High School.
