As Kiowa Mayor Ron Rohr called the October meeting of Kiowa's City Council meeting to order he made a brief announcement about the public comment period. He said to the public that their comments are limited to three minutes per topic.

The comment period “is a courtesy that should be restricted to city business only” and added that those comments “are at the discretion of the mayor.”
