Two Alva residents are facing felony child neglect charges in Woods County. Cherina Marie Cagwin, 19, of Alva, and Donnivan Austin Barrows aka Donnivan Austin Pritchard, 21, of Alva, were charged Dec. 4 with child neglect, a felony. They are accused of willfully and maliciously neglecting a minor child, age 14 months, by smoking marijuana in her presence.

This crime is punishable by imprisonment in the custody of the Department of Corrections not exceeding life imprisonment, or by imprisonment in a county jail not exceeding one year, or by a fine of not less than $500 nor more than $5,000, or...
