Two charged with stalking, public intoxication

Two individuals have been charged with misdemeanor stalking and public intoxication in Alva.

Court documents show on Jan. 16 about 12:08 p.m. Alva Police Officer Kaleb Keplinger went to the 1100 block of Choctaw Street after a call about harassment. Derek Seevers said he evicted Dickie Seiger and Jennifer Blankenship from his residence on Nov. 23 after letting them stay for a few months. He said Seiger and Blankenship were homeless. Seevers said he had grown up with Seiger and thought he would help him by letting him rent the upstairs of his home if he agreed to pay utilities.

Seevers said since they moved out, Seiger and Blankenship come to his home daily harassing him by banging on the windows and doors. He said Seiger had been yelling at him and threatening to physically assault him. Seevers said he has asked Seiger and Blankenship multiple times to leave him alone and stay away from his property. He said Seiger has made multiple threats of great bodily harm toward him and threatened him with death if he were to contact law enforcement.

Seevers said he called 911 because Seiger and Blankenship had been at his house knocking on his front door.

About 12:14 p.m. Officer Ronald Vasquez and Keplinger located Seiger and Blankenship in the backyard and alley of a residence in the 900 block of Santa Fe. They found Blankenship sitting in a mud puddle beside a trash can to the east of a shed in the backyard. Keplinger described her as being visibly unsteady on her feet when asked to stand. He asked if she was okay, and she said she was homeless and lived with her friend on 5th Street and she wanted to sleep.

According to Keplinger’s report, Seiger was standing in the alley behind the residence with a 32 oz. drink cup. He said he and Blankenship were just walking around town.

Keplinger reports both Blankenship and Seiger had the odor commonly associated with the consumption of alcoholic beverages. Blankenship was visibly upset, crying and speaking incoherently with thick slurred speech. Blankenship stated she had been drinking earlier in the day. Keplinger described her as being unsteady on her feet and unable to walk without assistance.

When Keplinger asked Seiger if he had anything to drink, Seiger stated he had been drinking that morning but was not currently drinking. Seiger had red bloodshot watery eyes, was unsteady on his feet and had thick slurred speech. On further investigation, Keplinger found Seiger’s drink cup had an odor of alcohol and was approximately half full of dark brown spirits.

Seiger told the officers he was at the Santa Fe residence to speak with his cousin, and that he was not doing anything wrong.

Vasquez spoke with the homeowner who said he did not want them on his property and he had not talked to Seiger that day. The homeowner had a No Trespassing sign posted on his property.

Seiger and Blankenship were placed under arrest for public intoxication and taken to the Woods County Jail.

Dickie Ledon Seiger, 50, of Alva, has been charged with three misdemeanors: stalking, threatening to perform an act of violence and public intoxication.

Jennifer Michelle Blankenship, 42, of Alva, has been charged with stalking and public intoxication.
