Alva man arrested for failure to register as sex offender.

An Alva man was arrested April 17 for failing to register as a sex offender.

Forest Edward Golbek Jr., 29, of Alva, was charged April 18 with failure to comply with sex offender registration. This felony is punishable by incarceration for not more than five years or a fine not to exceed $5,000, or both such fine and imprisonment.

According to court documents, Golbek was convicted in two 2010 Alfalfa County felony cases including second degree rape and is required to register his address with the state Department of Corrections (DOC).

On Jan. 9, 2019, Golbek registered at an address in Woods County but changed his address frequently. On Jan. 17, he registered in the 2700 block of College Blvd. in Alva stating he was working and his employer was providing housing.

On April 17, Woods County Undersheriff Keith Dale spoke with DOC Probation and Parole Officer Matt Carter who said he received information that Golbek had not been staying at his registered address for approximately two weeks. Carter said he communicated with Golbek who said he was staying at various places in and around Alva.

Dale spoke to the personnel clerk where Golbek had worked. She said on April 1 Golbek was requested to take a urinalysis test for continued employment. She said he became angry and left the property. She assumed he was going to take the test, but she was later informed he did not show up for it and did not return to work. She said he had not stayed at his registered address since then.

At 4:30 p.m. on April 17, Dale saw Golbek’s vehicle parked behind his father’s residence on Fair St. He asked the father if he knew where his son was. The father said he was asleep inside and provided Dale a key to enter. Dale found Golbek sleeping on the living room floor. He woke him and placed him under arrest. Golbek was initially compliant but became violent, kicking items inside and outside of the residence.

During transport to the Woods County Jail, Golbek continued to yell and scream. Dale states while trying to calm him, Golbek said he left his job because he smoked methamphetamine and marijuana.
