An Alva man is facing a felony stalking charge after he allegedly violated a protective order.

Joseph Stong Chance, 33, of Alva, is charged with stalking in violation of a court order. This felony is punishable by imprisonment in the county jail for not more than five years or a fine of not more than $2,500, or both fine and imprisonment.

Court papers show on April 10 at 3 p.m., Alva Police Officer Sean Farris was requested to speak to an individual at the Woods County Sheriff’s Office. He met with Sereptia Hess who said she had been granted a protective order on April 1 against her ex-boyfriend Joseph Stong Chance III. She showed him a copy of the protective order which noted it had been served in court to both parties.

Hess said on several occasions since then, Chance had driven past her home slowly and deliberately more than once stopping his vehicle in the street, rolling down the window and yelling obscenities at her and her children.

Hess’s sister, Kohanna Hess, confirmed the report of Chance’s behavior and said she was present for several instances of him either stopping in front of the house or driving slowly past.

Farris was told Chance had also driven past Hess in public places, deliberately and slowly, rolling down his window and staring at her as he passed. She said Chance had done this with her children and other juvenile family members present.
