Woods County man charged with indecent proposals to child

 


Further charges have been filed against a Woods County man involving sexual communications with a child. On June 10 in Woods Country, Taylor Edward Waggoner, 23, of Alva was charged with lewd or indecent proposals to a child under 16. He was arrested and later released on a $75,000 bond. This felony is punishable by imprisonment in the state penitentiary for not less than three years nor more than 20 years.

Waggoner was also charged June 10 with driving while impaired, a misdemeanor. He was alleged to be operating a motor vehicle while impaired by the consumption of alcohol or other intoxicating liquor.

On June 26 two more felony charges were filed against Waggoner: (1) obscene material – procuring and (2) violation of Oklahoma statute via computer. He was released on bond of $10,000 per count or $20,000 total. The obscene material crime is punishable by imprisonment up to 20 years or a fine up to $25,000, or both. The computer charge is punishable by imprisonment for not more than five years or by a fine of not more than $5,000, or by both such imprisonment and fine.

On Sunday, June 2, Woods County Deputy Adam Honeyman received information from a woman who said she was the mother of a 13-year-old male child in Woods County. She said her son had a Snapchat social media account and had received unsolicited messages from an individual using the profile “Tnutter32” who indicated he was 23. The individual said he had taken care of the boy’s relatives in a nursing home, but the mother said she did not have relatives in the nursing home. The individual then asked the boy’s age and was told 13. The individual responded with “nice.”

Honeyman conducted a limited check attempting to identify the unknown individual and determined “Tnutter32” was Waggoner, also known as Taylor Nutter, of Waynoka. He confirmed Waggoner was living at a residence northeast of Waynoka. Waggoner had been previously charged in Woods County District Court in 2014 with lewd or indecent proposals to children when he was 18 and the boy involved was 13.

Deputy Honeyman received consent to take over the boy’s Snapchat account to continue communication with Waggoner. During the period of June 3-8, according to the court affidavit, Waggoner texted daily that he wanted to engage in sexual activity with the child. He also suggested he travel from his home near Waynoka to Alva to pick up the boy and take him back to his home where he would provide him with whiskey and engage in sexual acts.

On Saturday, June 8, at about 9:25 p.m. Waggoner texted he was near Hopeton on his way to Alva to pick up the boy. At 9:41 p.m. Alva Police Officer William Shahan reported seeing a pickup truck usually operated by Waggoner driving south on US281 in Alva. Shahan conducted a traffic stop on the truck which was operated by Waggoner. He was found to be in possession of an Apple iPhone at the time of the stop.

During the stop, District Attorney’s Investigator Steve Tanio conducted a videotaped interview of Waggoner, witnessed by Honeyman. Waggoner admitted he had a Snapchat account that he regularly used and his user name was “Tnutter32.” He initially said he was on the way to the movie theater. Then he admitted he used the iPhone to access his Snapchat account and communicate with the child, according to the affidavit.

Later on June 8, Honeyman and other officers executed a search warrant at Waggoner’s rural residence. Among items seized were several sexually explicit images located in Waggoner’s bedroom which were believed to be images of male children under the age of 18. A bottle of whiskey was located and seized. In the living room a book with Waggoner’s name on it was seized. It was titled “The Sex Addiction Workbook.” There was a handwritten note in the front cover signed by a licensed counselor stating “Taylor completed this on 6-20-2015.” Honeyman was able to identify locations inside the residence which corresponded to the backgrounds of images sent by Waggoner to Honeyman on the Snapchat site.

On June 11, after applying for and receiving a lawful search warrant for Waggoner’s iPhone seized from him on June 8, Honeyman examined the contents and located images relating to child pornography.

Waggoner’s next appearance in court is set for July 10.
