The recent decision concerning the Alva pool reminds us of the dilemma over the rebuilding of Notre Dame Cathedral whose entire roof and spire were destroyed by fire. While the degradation of the City Pool took place over decades, with temporary improvements aimed at compliance, Notre Dame was irreparably damaged overnight.
