Alva City Council to vote on Professional Building roofing

The Alva City Council will be voting on a roofing bid for the Professional Building during the regular meeting Monday. The council will meet at 6:30 p.m. in the council chambers at City Hall.
In a major change, the citizen remarks and inquiries section has been moved to the beginning of the meeting, right after the consent agenda. This means that citizens wishing to speak won’t need to wait through the entire council meeting to be heard. As usual, speakers are asked to identify themselves and to limit their remarks to two minutes.
The council will hear reports on earlier meetings of city boards and committees. The mayor and the city business manager will both give reports.
The Alva Friends of Play Foundation will make a presentation to the council. That will be followed by a vote to receive the official election returns on the August 13 election.
Council members will vote on rescinding Ordinance 2019-002. This ordinance called for an election concerning the Oklahoma Natural Gas franchise tax. However, the required companion resolution was not presented at the same time. When this was realized and brought to the attention of ONG, there was not sufficient time for the resolution to be considered and passed and still meet the timeline requirements for the election.
The council will then vote on Ordinance 2019-003, replacing the ordinance just rescinded and calling for an election on the ONG franchise tax. They will then vote on Resolution 2019-006 authorizing the mayor to issue an election proclamation calling for a special election.
There will be discussion and action on a resolution to vote on one at-large member to the OkMRF Board of Trustees.
The city advertised for bids for roof replacement on the Professional Building on July 21 and opened the bids on Aug. 6. Despite receiving numerous quotes and interest in the job, the city only received one bid from Flying Out Commercial & Residential Roofing out of Edmond using a product similar to what was placed on the library. The council will be voting on whether or not to accept that bid.
The school resource officer contract with Northwest Technology will be discussed and voted on for the 2019-2020 academic year.
The council will vote on reappointing Charles Murrow to the Alva Board of Adjustment for a three year term and Paul Kinzie to the Alva Airport Commission for a five year term.
An executive session is planned to discuss the six month performance evaluation of City Business Manager Joe Don Dunham and to discuss negotiations with the firefighters’ union. Following return to open session, the council may take action regarding either or both of these topics.
Following the council adjournment, there will be meetings of the Alva Utility Authority and the Alva Economic Development Authority.
