Purchases, budget change on city council agenda

The December meeting of the Alva City Council is scheduled for Monday at 6:30 p.m. in the council chambers of City Hall.
Following reports on city-related meetings, the mayor’s report and the city business manager’s report, the council will hear remarks and inquiries from members of the public. Speakers will be limited to two minutes and must identify themselves.
There will be discussion and action on an ordinance to amend the city’s employee retirement system for IRS required changes, state law changes and clarification or clean-up of language. The biggest change involves the loss of benefits for cause (bad boy clause). The OkMRF had to delete the clause inside the plan per IRS request. The city will now rely on state law in regard to forfeiture of retirement benefits.
Due to the $25,000 top spending limit on staff and the city manager, the city council will be asked to acknowledge a payment of $31,150 to Justin Dowdy for a Tourism Tax Commission reimbursement.
The council will also be asked to acknowledge a payment of $27,987.41 to Pioneer Supply LLC for supplies to install the new water line on Lane Street.
The council will vote on approving the REAP #19-1 project as complete and authorizing the mayor to sign the affidavit for completion. This will allow the city to close out the grant and receive reimbursement of $25,987.41 from the grant.
Another council agenda item is a resolution to reduce the 2019-2020 fiscal year budget in the amount of $3,800,000. When the budget was put together, the city was anticipating receiving $2,500,000 in loan funds from ad valorem taxes and $1,300,000 in grant proceeds to build a new swimming pool or rehabilitate the current pool. Since the ad valorem election failed, the city is not expected to have funds needed to match the grant. Construction expenses for the project will also need to be removed from the budget.
The council will also vote on the calendar year 2020 purchasing designations and limits for city purchasing officers.
The Alva Utility Authority and Alva Economic Development Authority meetings will follow the council adjournment.
