Surveying completed for ODALS lights at airport

Airport Manager Greg Robison told the Alva Airport Commission on Monday, March 9, that surveyors from CEC Engineering were at the airport Feb. 27 to do all the surveying needed for the installation of the ODALS lights. The omnidirectional approach lights are to be installed to the north of the paved runway. The next step will be the design phase of the project.

Robison said he talked with interim city manager Angelica Brady about putting a couple of items on the April airport agenda. He wants to discuss setting up a short term hangar rental rate. The airport currently has long term rentals and overnight rentals but nothing in between. The Cherokee airport is undergoing some renovations, and the Alva airport had some pilots from there who rented space short term.

The airport manager also wants to talk about how to handle outstanding balances owed the airport. These are for hangar rental or lease and for fuel.

Robison said he’s working on a spreadsheet to keep up on the various testing and report dates required by different agencies. He said Double Check came out and calibrated the Jet A pump. However, the airport is switching to OES for testing services, and they will keep a database and notify the airport of upcoming testing dates.

The airport had 24 transient pilots sign the guest book during February. The airport sold 2,221.50 gallons of avgas and 809 gallons of Jet A fuel for a total of $11,910.61 in fuel sales. Adding in one night of hangar rental at $15 and some oil sales, the airport took in $11,947.32 during February.

Robison said he had mowing equipment serviced back in the fall so everything is ready for the spring and summer mowing season.

Commission members present were Dale Logsdon, Kelly Parker, Terry Turner and Paul Kinzie. Calleb Mosburg was absent.

Kinzie asked if any work has been done on smoothing the turf runway. Robison said he’s frustrated by the conflicting advice he’s getting on how to proceed. It’s been suggested he burn off the runway to get rid of the weeds, but he fears that would lead to soil erosion. He’s had other suggestions to mow it very short or to harrow it. He said he emailed an agronomist at OSU in Stillwater for advice but did not get a reply.

Turner said he asked someone who always has a beautiful lawn for advice. He was told to feed (fertilize) it and water it. Turner said, “I would like to keep the local pilots happy.”

Other than approving meeting minutes and hearing reports, the only agenda item was to acknowledge the purchase of aviation gasoline from Ascent Aviation in an amount not to exceed $25,606.60. Commission members voted to acknowledge the purchase which has already occurred.

By ordinance, the City of Alva has put purchasing limits in place. The top limit is $25,000 so the city council and the airport commission must approve airport expenditures that go over. Mayor Parker said at the last council meeting, it was suggested this item be included in the consent agenda so it doesn’t have to be put on the agenda for a separate vote. Any item in the consent agenda (which usually includes minutes and payment of claims) can be pulled out for a separate vote if desired.

Commission members thought this was a good idea and wish to add future fuel purchases above $25,000 to the consent agenda. Robison said this only happens on avgas purchases as Jet A purchases are smaller quantities. He said the airport may not hit that upper limit for a while now with gas prices falling.
