Man from Cherokee charged with child abuse

A Cherokee resident has been charged with child abuse in Woods County. James Paul Sowter, 31, of Cherokee, has been charged with felony child abuse. The charge is based on an incident that allegedly took place between August 2018 and March 2019. Sowter is accused of using unreasonable force against two minor children, ages six and four at the time, by picking them up by their necks, making it difficult for the children to breathe.

This crime is punishable by imprisonment in the custody of the Department of Corrections not exceeding life imprisonment, or by imprisonment in a county jail not...
