Kiowa's City Council held a special meeting Monday night and immediately entered executive session. After moving back in to open session, they took action. The meeting took under 30 minutes.
Mayor Bill Watson said he appointed Sam Demel as the new Kiowa city administrator. Then the council approved the appointment. Demel signed a contract, which is effective Dec. 14 when he'll begin his new job....
