Alva City Council to discuss hardship program on utility bills

The Alva City Council will meet in the council chambers of City Hall Monday at 6:30 p.m. The council meetings had been at the Alva Recreation Complex recently to allow for more social distancing. February’s meeting was canceled and that business was moved to the March agenda.

After the council votes on the consent agenda, they will hear updates from city board and commission meetings. The mayor will give a report followed by the city business manager’s report.

After the reports, time is allotted for members of the public to make remarks or inquiries. Speakers must identify themselves and limit comments to two minutes.

Council members will discuss a City of Alva Hardship Program to assist with the payment of utility bills. Due to broken water lines from the recent hard freeze, many people received unusually high bills.

The council will vote on approving a change order reducing the total cost of the ODALS project at the airport. This change order was approved last week at the Alva Airport Commission meeting.

There will be discussion and action on the appointment of city representatives to negotiate on the city’s behalf for the FY 2021-2022 IAFF Local 3782 union contract which represents firefighters.

An executive session is planned on the evaluation of the city business manager. Action may be taken on this following the return to open session.

Council members will have the opportunity to make remarks or inquiries before any new business and adjournment.

The Alva Utility Authority meeting will follow. In addition to the consent agenda, the trustees will discuss and vote on awarding the installation of the 16 inch water transmission main replacement to Marsau Enterprises of Enid as the lowest and best bid in an amount not to exceed $152,241.20.

The Alva Economic Development Authority will then meet. After the consent agenda vote, the trustees will discuss and vote on rejecting all bids for the Alva Recreation Complex fieldhouse roof replacement.
