On April 22, 2021, the Northern Oklahoma Regional Transportation Planning Organization (NORTPO) held its regular quarterly meeting. During the meeting, board members approved the appointment of Alva Mayor Kelly Parker to the NORTPO Technical Committee.

NORTPO was established by the Northern Oklahoma Development Authority (NODA) in response to federal transportation and highway legislation. The NORTPO region consists of sixteen counties in northern Oklahoma, extending from Cimarron County to Kay County, and from the northern state line to Kingfisher County.
