Alva City Council to consider master plan for parks

The Alva City Council will consider hiring a company to produce a master plan for two city parks during their meeting Monday night. The council will meet at 6:30 p.m. in the council chambers of City Hall.
Last month, the city council approved an agreement with Kimley-Horn to plan and design the Hatfield aquatic center. Monday’s agenda calls for discussion and a vote to authorize the city manager to sign an agreement with the same company for planning and design services for Hatfield Park and Bud Rose Park to provide master plans not to exceed $82,800. The Pool Finance Committee reviewed proposals and recommended Kimley-Horn for this project. The Parks and Building Committee approved the recommendation.
The meeting will begin with numerous reports from other meetings, from the mayor and from the city business manager.
Time is allotted for members of the public to make remarks or inquiries limited to two minutes per speaker.
In other action, the council members will discuss and vote on opening a checking account for the Capital Reserve Funds. This fund was approved in 2017 by the city council to set aside money for a long term capital improvement plan. This checking account will allow funds to be set aside and be easily monitored.
An OG&E bill that exceeds the city business manager’s spending limit is on the agenda for council approval. The $63,044.86 bill is larger than normal because the city was not charged from August 2021 to January 2022 for electricity due to the change in street lights to LED. This bill pays for a portion of those months.
The Tourism Tax Committee approved Western Sports Committee for up to $37,062.80 toward the Bull Battle VI. Invoices have been submitted for $33,831 which is over the city manager’s spending limit. The council members are asked to vote approval to pay this amount from tourism taxes.
An executive session is scheduled to discuss contract negotiations with the firefighters’ union and for confidential communications between the council and its attorney concerning a pending investigation, claim or action. Following return to open session, the council may vote on the firefighters’ contract.
The Alva Utility Authority meeting will follow. Trustees, consisting of council members, will consider and take action on a proposed change order to the new water well project. The change would remove a manual transfer switch from the specifications, reducing the cost by $800. The transfer switch has been on back order since the beginning of the project. The change would allow the project to be completed so the REAP grant may be closed out. When the switch is delivered, Hoffman and Ewbank will install it.
The Alva Economic Development Authority will also meet with only routine consent agenda items.
