Jimmie Davis entered politics in Louisiana for the first time in the late 1930s. In 1938 he won election to a four-year term as a Shreveport city commissioner. In 1942, he was elected to the Louisiana Public Service Commission.

The next step up for Davis was to run for governor, which he did in 1944. Davis emerged victorious in a crowded Democratic primary. In those days, Louisiana – like most southern states – did not have a competitive Republican party so that becoming the Democratic nominee almost assured the winner of victory in the general election.
