Cunningham resigning as Alva city attorney

April 17, 2022

Longtime Alva City Attorney Rick Cunningham is submitting his resignation. The Alva City Council will discuss that resignation and a replacement during an executive session Monday night. The executive session will also include discussion on contract negotiations with the firefighters’ union. When they return to open session, the council members may vote on the employment of a new city attorney and on the firefighters’ union contract.

The Alva City Council will meet at 6:30 p.m. in the Council Chambers of City Hall.

After a vote on the consent agenda and reports, time will be allowed for any members of the public who are present to speak to the council. Speakers must identify themselves and limit remarks to two minutes per person.

The council will discuss and vote on Ordinance 2022-002 amending the employee retirement system. To ensure the plan meets legal requirements and complies with the Internal Revenue Code, the Oklahoma Municipal Retirement Fund is required to submit plan document changes every six years for IRS review and/or approval. The changes in this ordinance include IRS required changes, state law changes and possible clarification and clean-up of language.

In other action, the council will discuss and vote on approving the water well REAP grant project as complete and authorize the mayor to sign the affidavit of completion. Closing out this grant will reimburse the city $55,000 in grant funds toward the project.

Recently the city council viewed a presentation about the iWorq Systems. During Monday’s meeting, they will discuss and vote on authorizing the mayor to sign an agreement with the company to provide community development and public works software to the city. The total cost for the first year including setup would be $22,000, with the subscription dropping to $16,500 annually in subsequent years.

The council will also discuss and vote on electing two members to the Board of Trustees of the Oklahoma Municipal Assurance Group for three-year terms.

The Alva Utility Authority and the Alva Economic Development Authority meetings will follow to pay bills and approve minutes.
