Kiowa's City Council had their regular monthly meeting scheduled for April 11 at 7 p.m. There was no quorum until 7:25.
Present at 7 p.m. was Mayor Bill Watson, council members Tom Wells and Janet Robison, City Administrator Sam Demel, City Attorney Brandon Ritcha, City Clerk Sheila Smith and City Utility Clerk Lynette Callison. Councilmember B.J. Duvall arrived a little late. Councilmember Jason Thayer arrived at 7:25. That made a quorum so the meeting could begin. Council President Brian Hill arrived at 7:40 p.m.
