Water meter project hits snag; city council to consider changing companies

January 15, 2023

The bid acceptance for replacement water meters by the Alva City Council has run into a delivery problem. During Tuesday night’s meeting, the city council will hear presentations from Core and Main as well as from UTS. They will then consider continuing with Core and Main or revoking that bid. If revoked, they may then decide to accept the bid from UTS. The city council will meet at 6:30 p.m. Tuesday in the council chambers of City Hall. The meeting is held on Tuesday due to Martin Luther King, Jr. Day on Monday.

In other action, the council will discussion and take action on the sale of property as requested by Jay Lohmann, manager of Wheeler Brothers Grain Co. Earlier the council approved the sale of that property, but the contract was rejected by Wheeler Brothers who say they want additional property. The city had a survey done at a cost of $2,500, and that cost will be considered if the council decides to offer the land for sale.

Several budget amendments are on the city council agenda for action. These recognize grants to the library and fire department, transfers of owed money to the airport account and transfers to the Alva Economic Development Authority (AEDA) of swimming pool donations.

Another budget item would reclassify swimming pool related revenues and expenses due to the adoption of the Parks and Recreation Board ordinance and its responsibilities for the pool in the AEDA, moving these items from the general fund.

The third budget amendment is for identification of airport revenue related to moneys owed from the general fund to include them in the current airport budget.

The council will also discuss and take action on an ordinance changing the term of the city business manager from two years to a period determined by the city council.

The council has an executive session scheduled to discuss a business manager employment contract. On return to open session, the council may take action on the business manager contract.

As usual, there is time near the beginning of the meeting when members of the public may make remarks or inquiries. Speakers are limited to two minutes each.

The Alva Utility Authority meeting will follow. Since that budget will include the water meter project, the AUA will also vote on whether or not to revoke the Core and Main bid and vote on accepting the UTS bid.

The Alva Economic Development Authority will then meet. They will discuss and vote on the budget items involving the AEDA which were part of the city council meeting.
