It's more complicated than I thought

I thought I had it figured out … but I was wrong! A couple of weeks ago I wrote about my confusion regarding how an “abstain” vote is counted in the Alva City Council meetings I cover for news. I cited information pertaining to Robert’s Rules of Order.

Mayor Kelly Parker set me straight. Oklahoma statutes trump Robert’s Rules of Order. And Oklahoma statutes say an “abstain” vote is counted as a “no” vote. He couldn’t recall the statute number but said he’d look it up.
