Alva City Council to hear results of FY21-22 audit

The Alva City Council will hear a report on the FY21-22 audit Monday night during their regular meeting. The city council meets at 6:30 p.m. in the council chambers on the third Monday of the month, except when holidays fall on that Monday.

Andy Cromer of HSPG & Associates, PC is scheduled to speak at the council meeting about the recently completed audit for the previous fiscal year. After the presentation, the council will discuss the audit and vote on accepting it.

The council will discuss and vote on Resolution 2023-8 authorizing participation in the Main Street Program and designating the point of contact to submit the application. The Main Street Program is designed to enhance economic development in towns and cities by assisting with revitalization of “main street” areas. It approved, the city would be participating at the network level with Woods County Economic Development. There is no cost to the city which may withdraw from the program at any time.

In another action, council members will discuss and vote on a request from Freedom West Community Development Corporation for permit fee waivers not to exceed $455.55for the construction of a single family affordable home located at 121 East Center St. in Alva.

The council will discuss and take action on adopting the Woods County Multi-Jurisdiction Hazard Mitigation Plan 2022 prepared in accordance with the Disaster Mitigation Act of 2000. Fire Chief Bryan Miller has reviewed the plan and moved the resolution forward for council approval.

In a special meeting Jan. 30, the city council approved the purchase of a 2022 E-ONE Custom Rescue Pumper fire truck through a lease-purchase agreement. On Feb. 21, a budget amendment was approved to allow for expenditures and revenue needed for the purchase. Monday night the council will consider approving the lease purchase agreement with NBC Oklahoma of Oklahoma City with an annual payment of $101,450.19. At any time the city council can choose not to renew the agreement and forfeit the equipment. If payments are continued, the fire truck will be considered purchased in FY 2030.

The council will discuss and act on appointing council representatives to negotiate on the city’s behalf with the firefighters’ union on their FY 2023-2024 contract.

An executive session is planned to discuss an open records request for disclosure of information considered during the hiring of the City of Alva business manager. The city business manager, Stephen K. Ford, is scheduled to begin his official duties on April 10. Following return to open session, the council may take action on that request.

Near the beginning of the meeting, the council agenda allows for any members of the public present to make remarks or inquiries, limited to two minutes per speaker. The person speaking must identify themselves.

Alva Utility Authority

Following city council adjournment, the Alva Utility Authority consisting of the same members will meet. On that agenda is discussion and action to seek bids for The Homestead pond installation project to include a local ad to be circulated.

Two other items will be to vote on short form agreements between the city and Myers Engineering, Consulting Engineers, Inc. These agreements are for engineering to relocate city sewer and water mains due to plans for construction on US-281 south of Oklahoma Boulevard. The engineering will be paid by the Oklahoma Department of Transportation.

The Alva Economic Development Authority will also meet with the consent agenda as the only action item.
