Avard Regional Rail Park Authority members Stan Bixler, Allan Poe and Ed Sutter formed Tuesday's meeting quorum, joined by Jeremy Zeller, the executive director of Woods County Economic Development Committee, and consultant Sonja Williams. Joining via teleconference were Jill Shero and Josh McClintock of Emblem Strategies. The renewal of Emblem's contract was an agenda item, with members deciding to renew it month-to-month until they confer more in-depth at next month's meeting.
