Two appointed to Alva City Council

• Bier resigns to take city job

In a special meeting last week, the Alva City Council accepted the resignation of one member and added two new members. After those actions, the council met with city department heads for a budget retreat with no other action taken.

Mayor Kelly Parker called the meeting to order with councilmembers Garrett Lahr, Gail Swallow, Sadie Bier, Joe Parsons and Greg Bowman present. Troy Brooks was absent.

Mayor Parker recommended James Hoffman to fill the unexpired term for Ward 1 Seat 1. That spot has been vacant since the resignation of Daniel Winters. Hoffman was approved unanimously for the position. He was sworn in by City Attorney Drew Cunningham.

Although Bier was elected president of the council at the last regular meeting in April, the election of a council president appeared on this special meeting agenda. Bier made a motion, seconded by Lahr, to appoint Bowman as council president. The motion carried by unanimous vote.

Bier then announced she was stepping down from her position on the council, effective immediately due to a career change.

Mayor Parker recommended William M. (Matt) Adair be appointed to fill the Ward 3 Seat 2 position left vacant by Bier’s resignation. Adair was approved by unanimous vote, and he was sworn in by Cunningham.

It was later announced by Mayor Parker during the Alva Airport Commission meeting that Bier has been hired to fill the new position of city financial director. This position was created after the accounting firm used by the city said they would no longer be able to do that work. It was decided the city could hire a local person full time to handle those duties at about the same cost as had been paid to the accounting firm. Bier had to resign from the city council before she was officially offered the job.

The Alva City Council still has one open position in Ward 2 Seat 1. Mayor Parker continues to look for someone to appoint to that spot which was left vacant by the resignation of Taylor Dowling.
