In the second of three expected presentations on retail development, Brent Kisling spoke to the Alva City Council Monday about Retail Attractions LLC. Headquartered in Owasso, the company was founded in 2007 by Rickey Hayes.
Kisling grew up northeast of Alva in Burlington. After graduating from OSU, he worked as a district field representative for Sen. James Inhofe.
