"One of the things that surprised me the most is that everyone says Congress is supposed to control the purse strings. When I got up there, I realized we don't control the purse strings. Not even close," said U.S. Senator Markwayne Mullin. The senator spoke Thursday, Aug. 29, on the NWOSU campus in Alva. "We've literally delegated all of our authority away. And people know that," he said.
