When the U.S. Justice Department began investigating charges that Pennsylvania’s state treasurer, Budd Dwyer, had illegally received a kickback to award an auditing contract to a California accounting firm, Dwyer’s rising political career was suddenly in trouble.

Dwyer made things worse when he instructed his staff not to cooperate with the government’s investigation. This action only made the allegations against him look more legitimate.

The Department of Justice proceeded with its investigation regardless of Dwyer’s lack of cooperation. In time, he was charged with several crimes.
