Demolition requirements, animal ordinance on city agenda

A very full agenda is in place for the March Alva City Council meeting. The council will meet at 6:30 p.m. Monday in the council chambers at City Hall. With meetings cut from twice to once a month, the council will likely see some longer meetings than in the past.

At last month’s meeting, the council was given a list of about ten properties being considered for demolition, either by the owners or by the city. At Monday’s meeting, the council will discuss and vote on a set of requirements for building demolition in the city limits. Besides the list of 24 requirements, the building owner may be asked to provide a demolition bond to guarantee all conditions are met.

The council is being asked to assign the city’s ordinance regarding animals to the Ordinance Committee for recommended revisions. One of the council members had a constituent ask that rabbits be added to the ordinance as household pets. The current ordinance requires a city permit with an annual fee of $15 and the agreement of residents within 300 feet to agree to allow a farm animal such as a rabbit as a pet. The current ordinance lists household pets as dogs, cats, hamsters, guinea pigs, caged birds and other animals used to assist handicapped persons.


The Alva Police Department is asking for approval for the purchase of a police utility interceptor pursuit vehicle in the amount of $41,500 from Washburn Motors using drug fund money.

Two agenda items are for computer software. First there will be discussion and action on entering into an agreement for software as a service with Tyler Technologies to provide ExecuTime Workforce Management in the amount of $23,846. The council has been studying timekeeping software to better track city payroll including both hourly and salaried employees. The city is already using Tyler Technologies software for the city offices.


The other agenda item on software is for renewal of the annual software maintenance agreement with Tyler not to exceed $30,581.

An executive session is scheduled to handle two items: the annual evaluation of the city business manager and the annual negotiations with the firefighters’ union. Following return to open session, the council may act on either or both of those items.

At the end of the council meeting, time is allotted for remarks and inquires by any citizens present, limited to two minutes per speaker. Council members will also be given a chance to speak on any topic.

The Alva Utility Authority meeting follows city council adjournment. The board will be discussing and voting on a plan for the rehabilitation of the Young Street Storage Tank Farm which is part of the city’s water system.

The Alva Economic Development Authority will have the final meeting of the evening. That agenda includes only minutes and claims for approval.
