No quorum cancels Kiowa City Council special meeting, but Bryan speaks

The people who showed up for a special meeting of the Kiowa City Council were not too happy when they could not hold the meeting due to lack of a quorum.

City Administrator Sam Demel was present along with council members Janet Robison, Jason Thayer, Tom Wells. Mayor Bill Watson arrived late after a reminder call. Although the mayor was present, four council members are required to have a quorum.

Council members absent were B.J. Duvall and Brian Hill. A call from the council found Duvall driving. When asked to stay on the line so they'd have a quorum he declined. The reason is unknown to the Newsgram reporter who was present. By phone Hill said he was still working on the farm. He could be at the meeting in about 30 minutes. Those already in attendance for that long did not want to wait longer. Also present was City Clerk Sheila Smith and Utility Clerk Lynette Callison.

Businessman Jeff Bryan attended the meeting. He was on the agenda because he put in an offer to purchase the city-owned lot at 7th and Main Street in Kiowa. Bryan said he has an idea for the property – possibly making some parking and picnic areas so motorists could stop at the Corner Stop and Sideline and spend money in Kiowa. The owner of Bryan Chevrolet also said GM would like to pay for installation of a few electrical stations to plug in electric vehicles.

Bryan told the council he tried to purchase the property a few years ago, but it appeared he was trying to bid against the city – confusing.

Other items on this March 21 agenda included: a lawn mower bid; formalize insurance information request; water project progress report.

Demel said these items will be on the regular April 11 meeting agenda.
