Waynoka man charged with domestic abuse

A Waynoka man was jailed with his bond set at $35,000 after law enforcement was called to his mother’s home.

According to court records, on Nov. 7 at approximately 10:19 p.m. Woods County Dispatch advised Sheriff’s Deputy Dakota Davis of a physical domestic situation in Waynoka. The victim stated that it was her son, Donald Billings. Waynoka Police Officer Adam Barlow had responded and observed Diana Dannar’s bedroom was destroyed with debris from various pieces of furniture scattered throughout the room.

Davis first went to Billing’s residence where he found the front door open. He knocked and announced his presence. Billings exited his room. Davis asked if he had been at Dannar’s house, and he said no, he was home all night. Davis asked him if he hit Dannar, and Billings said no.

Davis asked Billings to come outside where he placed him in handcuffs. He was then placed in Officer Barlow’s patrol vehicle while Davis conducted his investigation.


Deputy Davis drove to Dannar’s residence. Based on his interactions with Billings and Dannar, Davis knew Billings had the ability to come and go from the residence with Dannar’s permission. Inside the residence, he observed a piece of a broken wooden chair in the kitchen. Dannar was in her bedroom where the floor was covered in debris that included a broken mirror, a broken chair and a broken nightstand.

Dannar stated she was in bed when she heard Billings force his way in the front door. She said Billings accused her of stealing his whiskey and cigarettes. Billings began to break things and punch a large hole in the wall next to the door. Dannar stated that during the incident, Billings open-handed slapped her on the left side of the head. Davis could see a faint redness near her hairline. Dannar stated she thought her finger was broken but soon after she didn’t think it was broken, just sore.


While driving to the county jail with Billings, Deputy Davis could smell the strong odor commonly associated with the consumption of alcoholic beverages. Between Waynoka and the jail, Billings threatened Davis saying, “Take these cuffs off, I promise you couldn’t handle it.” Davis asked, “Handle what?” Billings gestured at himself with a nod.

According to the affidavit, Billings asked Davis if he had a wife and children. Davis said not to worry about his personal life. Billings stated, “I’m not worried about you, I’m worried about your family. Watch what you do. You better watch what you do.” Davis told Billings to be careful what he said, but Billings said, “I don’t give a f***.” He also stated Davis’s children were “never gonna grow up to be adults, they’re going to die.” When Davis told him his department-issued body camera was still recording, Billings stated, “I don’t care. I’m still going to bond out.”


While making his phone call at the jail, Billings told the party on the other end that he was at Dannar’s house and they had been drinking together in her house.

Donald James Billings, 38, of Waynoka, has been charged with domestic abuse – prior pattern of physical abuse, a felony. This crime is punishable by imprisonment in the custody of the Department of Corrections for a term of not more than ten years or by a fine not exceeding $5,000 or by both such fine and imprisonment.
