Woods County Commissioners approve Capron Fire Department request

The Woods County Commissioners approved a Capron Fire Department request, made a fair board appointment and paid for an excavator during their regular meeting Monday morning. All three commissioners were present: David Hamil, Randy McMurphy and John Smiley. County Clerk Shelley Reed also attended.

County Emergency Management Director Ethan Feidler presented a request for new gear from the Capron Fire Department. They have already received a grant for some equipment but asked the county for $5,200 for additional gear. The commissioners voted to approve the request.

A road crossing permit was approved for D & B Oilfield Service, Inc. The crossing is for water and no fee is charged. Smiley said it is in the area of Beckham Road and County Road 450. The land description is 13-23-14.

Jared Bates was appointed to the county fair board to fill a position left vacant when a member moved.


Two agenda items were for E-911 annual agreements. The commissioners approved the Stolz Telecom annual Max Dispatch service plan in the amount of $15,042.00. They also approved the Stolz Telecom annual maintenance and service agreement for Eventide Nexlog 740 in the amount of $3,612.57.

Commissioners approved the usual monthly transfer of CIRB funds from the highway accounts to personal services for District 1 (Hamil) and District 2 (McMurphy) in the amount of $13,140.81 each.

An invoice from Western Equipment for $66,909 was approved for payment. This is for an excavator.

A request to use the courthouse lawn for the Classic Bowl was approved. As they did last year the band will have lunch on the courthouse lawn on May 31 after giving a short band performance for the public. (The meal is for the band only, not the public.)


It was discovered that a bank account had several former county employees and officials on the signature card. The commissioners approved a cleanup action to remove old names and replace them with current signatories. The Corebank account is for premiums and awards for the Woods County Fair. Removed were Pam Inman, Tyler Mantz, Larry Zook, Guy Forrell, Todd Trennepohl and David Manning. Added were David Hamil, District 1 Commissioner; Randy McMurphy, District 2 Commissioner; Shelley Reed, County Clerk; Rachel Spellman-Hughes, County Treasurer; Jason Hembree, Fair Association president; and Laura Radford, Fair Association vice president.


The commissioners approved a contract renewal for the next fiscal year FY2025 for fixed rate service between the Department of Corrections, Community Sentencing and Woods County.

Under new business, the commissioners discussed the need to advertise for bids for architectural services on the new Woods County Senior Citizens building in Alva and the Waynoka Senior Citizens Building renovation. Both projects will make use of ARPA funds which must be encumbered before the end of this year. The money must be spent by 2026.

The commissioners approved minutes of the last meeting, payroll, warrants, claims and blanket purchase orders.
